The HR system drops a file every night; starters are created switched off until day one, leavers switched off, moves made, and a run that would switch off too many people changes nothing.

Every night the HR system drops a file on a share: everyone at Lakefront, with start dates and leaving dates. This script turns that file into account changes. Alan tries it first, with nothing changed. Three starters, one move to sales, and one leaver today.
Then for real. The starters are created switched off until their first day. Willie is switched off and moved out. The file is archived, so it is never applied twice. Now it runs itself, every night at ten. A truncated file can't empty the company: a run that would switch off more than five people changes nothing. And Alan can see Monday's run before Monday. The three starters switch on, on their first day.
