Margaret just joined the help desk. She signs in and sees Today, Schedules and Audit. No scripts. Her account can look at history, but it can't run anything yet. Alan opens her account in Settings, Users. She's an Observer, which is read-only. He makes her a Script Operator. An operator only sees the scripts her roles give her, so he ticks Exchange Online and Entra ID, and saves. Changes take effect at sign-in. Margaret signs out and back in. Now there's a Run tab, with her scripts.
